RexRent is among the largest car hire companies in Russia, having been in the Russian market since 2006, initially under the Avis brand, and from 2018 onwards, under the Budget brand as well. From March 2022 onwards, the company has been offering short-term and long-term rentals, subscriptions, and chauffeur-driven car rentals under the new RexRent brand.

On July 31, 2023, Insight Investments became the sole owner of JSC Bilantlia, holding a 100% stake. The company offers car rental services under the RexRent brand, and until 2022, it operated under the Avis and Budget brands. The deal received approval from the Government Commission on Monitoring Foreign Investment.
